Transportation Infrastructure

The rapid growth of St. Charles County has challenged the ability of arterial and main roads and highways to keep up with the influx of commuters. What are the plans of the State and County to cope with the traffic? Will infrastructure help or hinder economic development within the County? How will the State's plans for improvement to highways impact St. Charles County?

Paul L. Wojciechowski, P.E.

District Director of Planning
St. Louis Metro District
Missouri Department of Transportation

Paul Wojciechowski has been employed with the Missouri Department of Transportation for 14 years and has worked in the Design, Traffic and Planning Departments in the District.  He has worked as a designer, utilities engineer, squad leader, district traffic studies engineer, district traffic engineer and is currently serving as director of planning. He is registered as a professional engineer and is a member of the American Planning Association. His current duties include internal budget management, supervision of ten employees, executive level of decision making for planning studies both proposed and ongoing, and transportation improvement plan development.

Joe Ortwerth

County Executive
St. Charles County

Joe Ortwerth was elected as County Executive in November 1994. Prior to his position with the County, he served in the Missouri House of Representatives from 1983 to 1994, representing the St. Peters area. During his tenure in the State legislature, Joe Ortwerth was elected by his colleagues as Assistant Minority Leader and as Chairman of the House Republican Caucus. In 1991, he co-sponsored Missouri's Comprehensive Ethics Law.

Joe Ortwerth has been very active in transportation issues, having served as State Co-Chairman of the Missourians for Safe Roads and Bridges Committee. He has been the leading proponent of the Page Avenue Bridge project.

 As County Executive, he has taken a leading role in upgrading the County's arterial road system, strengthening the County's law enforcement capabilities, and enhancing the County's parks and recreation opportunities. His priority has been to improve professionalism in County govenment.

Joe Ortwerth currently serves as Treasurer of the Board of Directors of the East-West Gateway Coordinating Council and is a member of the Board of Directors of the MO Assn of Counties.
