Section C - Public Services
Policy Number C184
Inappropriate Customer Behavior

The St. Charles City-County Library District shall make rules necessary to ensure that
customer behavior does not infringe on the rights of others.
The following rules shall be observed in all branches and facilities operated by the
District:
- The Branch Manager of each library shall be able to limit food or drink in
order to maintain a clean environment. In general, beverages
should be in covered containers designed to limit spills.
- Listen devices, cell phones and beepers may be brought into branches. However, if
complaints arise, customer usage must be moved outside. Use of such devices shall be
forbidden in quiet areas of the library.
- Computer displays or printers may not be used for the public display of offensive
materials from the Internet.
- Groups sitting at tables will use the tables for reading, not for social gathering.
- Customers will be asked one time to reduce the noise level. After that, the
customer will be asked to leave.
- If there is a behavior problem, the customer will be asked for identification.
Customers may be asked to leave, parents of children may be notified, and depending
on the individual circumstances police may be called.
- Furniture may not be rearranged. Only one person may sit in each chair.
- Card playing, and other games, are not permitted in libraries.
- The pay telephone is to be used by one person at a time, and calls may be limited to
three minutes.
- . Buildings are smoke-free under the terms of the Missouri Clean Air Act; use of chewing
tobacco is also forbidden.
