
ORGANIZATION OVERVIEW
- The St. Charles City-County Library District was formed by the merger of the St. Charles City Library and the St. Charles County Library in August 1973.
- The District is a separate political subdivision. Its primary source of income is from a tax levy of 19.46 cents per $100 of assessed valuation.
- The District provides library service to all residents in St. Charles County. Branch libraries are located in the communities of St. Charles, St. Peters, Harvester, O’Fallon, Wentzville, Augusta, Portage des Sioux and New Melle. The Administrative Offices are located at 77 Boone Hills Drive in St. Peters.
POSITION/DIVISION/BRANCH COMMONLY REFERRED TO AS: Board of Trustees Board The St. Charles City-County Library District is governed by the Board of Trustees.
The Board of Trustees is composed of nine (9) members, four of who are appointed by the Mayor of the City of St. Charles, and five of whom are appointed by the St. Charles County Executive, both with Council approval. Trustees are appointed for a period of three years.
The primary responsibility of the Board is to establish policy. It also selects the Library’s Director.
The Board meets the 2nd Monday of every month. The meetings are held at the various branch libraries throughout the County. All meetings are open to the public.

Director The Director is selected by the Board of Trustees. The current Director, Carl Sandstedt, csandstedt@stchlibrary.org, has held the position of Director since 1976.
The Director is the District’s chief executive officer and is responsible for the execution of orders given by the Board and policies adopted by the Board. The Director also assists the Board in developing short-term and long-range plans for the District, as well as formulating the District’s budget.

Deputy Director The Deputy Director works closely with the Director. The current Deputy Director is Betty Murr, bmurr@stchlibrary.org.
The Deputy Director is responsible for all areas of public service and branch operations as well as day to day District operations. The position is responsible for service delivery, including collection development, circulation, reference, readers’ advisory, and programming functions. Responsibility for children’s services is split out under the office of CRM. Managers report to the Deputy Director, as well as the Manager of the Technical Operations Division, the Interlibrary Loan Department (ILL), the mini branches, and the Purchasing Specialist.
Finance & Support Services

Business Office Finance & Support Services is responsible for all of the District’s financial records, the budget, accounts payable, and payroll. The current Finance & Support Services Coordinator is Rick Schultz, rschultz@ stchlibrary.org. Finance & Support is responsible for some of the support services, including deliveries, supplies, buildings and grounds.

CRM CRM is responsible for all of the District’s public relations. CRM produces all publications, news releases, and news stories for the District, as well as, the staff newsletter, “The Grapevine”. Communication Specialist, Jan Bardon, jbardon@stchlibrary.org, assists with the public relations functions. The current Coordinator of CRM, Maggie Preiss, mpreiss@stchlibrary.org, is also in charge of Children’s Services for the entire Library District.
Information Technology

IT IT is responsible for all computers and telecommunication operations in the District. IT develops and supports all software used by: the patrons when using the PAC (Public Access Catalog), the branch staff when using the CIRCULATION SYSTEM, and the staff in Technical Operations when using the CATALOGING SYSTEM. IT also purchases all computer equipment necessary to run the PACS, CIRCULATION, and CATALOGING SYSTEMS as well as develops procedures used in support of the three systems.

Human Resources

HR or Personnel Human Resources is responsible for maintaining all of the District’s personnel records, manages the District’s various benefit programs, assists in recruitment, orientation, performance appraisals, and disciplinary procedures. HR also researches and composes all of the library’s personnel policies. The HR Coordinator, Julie Cinco, jcinco@stchlibrary.org, works closely with the Volunteer Resources & Staff Training Specialist, Lynn Reichmuth lreichmuth@stchlibrary.org , who also serves as the liaison between the “Friends of the Library” organization and the Library District.
Planning and Development

P & D Planning and Development is responsible for District-wide planning and provides support for the District to fulfill the goals and objectives set by the Library Director and the Board. The Coordinator of Planning and Development, Kristin Williams, kwilliams@stchlibrary.org, is also responsible for managing the Library Foundation for fund raising, directing all fund raising for the Library District and managing the gift shop. The Coordinator works closely with the Development Specialist, Lisa Dunham, ldunham@stchlibrary.org, who is responsible for coordinating District-wide fundraising programs to secure grants and philanthropic giving.
Technical Operations Division

Tech Op The Technical Operations Division is responsible for the ordering and processing of all materials (books & audio-visual material). Tech. Op. maintains the computerized catalog database, which represents all individual titles and copies owned by the District. The catalog database is used by the general public when using the PAC terminals, as well as, the staff when using the staff terminals. ILL The Interlibrary Loan service offers patrons access to material owned by other library systems throughout the United States that our Library District does not own. ILL borrows the item from the owning library and the patron then picks up the item from one of the branches. ILL also lends materials to other library systems. Friends of the Library Friends The Friends of the Library is a volunteer organization that supports the Library District.
The Friends hold an annual Book Fair as well as sponsoring various events throughout the year.
The Friends also operate the Books ‘N More Gift Shop in the Spencer Road Branch.
